SUMMARY OF DUTIES:
o The Project Engineer is responsible for, and provides engineering for complex projects and studies required to repair, rehabilitate, or construct Amtrak facilities and systems at the Division level.
o This position directs Engineering Department resources as required and has the overall responsibility to coordinate, supervise and inspect construction projects performed by Amtrak forces or by outside contractors.
The Project Engineer provides technical, logistical and administrative support to ensure the successful completion of construction projects within scope, schedule and budget; also coordinates project scope, schedule and budget with all affected departments.

ESSENTIAL FUNCTIONS:
o Manages numerous construction projects at the Division level.
o Represents a Division or sub-department for all third-party design projects.
o Provides Amtrak construction guidelines to third-party contractors.
o Participates in the review of contract documents and quality control/quality assurance procedures for in-house and third-party
construction projects on Amtrak-owned or operated property and makes recommendations for improvements in the quality control/quality assurance functions.
o Participates and comments on the review of project plans and specifications.
o Works with Amtrak design staff to effect changes in standards and contract documents and recommends modifications to standards as required.
o Coordinates internal Amtrak technical reviews of third-party submittals (30, 60, 90 percent designs; calculations; shop drawings; demolition and erection drawings, etc.) to ensure timely responses.
o Maintains all correspondence logs including general correspondence with the contractors, designers, internal Amtrak personnel, regulatory agencies, and private interest groups.
o Responsible for day-to-day management of projects.
o Ensures that construction work is progressed in accordance with standard plans, specifications and established Amtrak and FRA requirements.
o Performs periodic safety and field audits.
o Coordinates proposed work with other Amtrak departments, outside agencies, municipalities and other railroads as required.
o Coordinates with all departments for proper protection, including flagging, catenary, signal, track, structures and utilities.
o Performs construction inspections necessary to protect the integrity and safety of railroad operations and determines necessary remedial actions by third-party contractors to correct deficiencies.
o Updates project schedules and monitors overall project performance.
o Reviews, analyzes and approves or denies claims received from contractors in accordance with terms and conditions of the contract to determine whether extra work or delay issues are justified.
o Responsible for collecting and matching 2306 documents with 101-day reports, unbilled reports, and participating with the customer in draft invoice reviews to ensure accurate and complete invoicing to customers.
o Resolves all customer-billing exceptions.
o Performs and coordinates project close-out functions

WORK EXPERIENCE:
o B.S. Degree in Engineering or a related field or the equivalent combination of training, education and/or experience.
o Demonstrated railroad experience.
o Extensive construction experience.
o Demonstrated experience and knowledge of train operations, railroad maintenance and construction methods.
o Demonstrated experience working with contractors.
o Demonstrated skill using PC-based word processing,
spreadsheet, and presentation software (e.g., Word, Excel)
o Demonstrated experience in working with multiple team members.
o Ability in exercising considerable judgment and initiative.
o Demonstrated experience in Planning/Scheduling, Administration and Contracts Management.
o Demonstrated experience in Project Management.
o Knowledge of FRA regulations.
o Knowledge of NORAC, AMT-2 and RWP.
o Prior satisfactory job performance is required.
o Demonstrated experience communicating orally and in writing within and outside of the organization.
o Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint
o Maximo
o Experience working with an Enterprise system; Preferably SAP
o Experience and knowledge of train operations, railroad maintenance and construction methods.
o Experience in Project Management.
o Experience in Planning/Scheduling, Administration and Contracts Management.
o Experience in managing complex programs in an operating environment.
Knowledge of MW1000

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
